The draw for pools for the 2011 IBSA Goalball Paralympic Qualifying event took place on Friday 4 February 2001 at the offices of the London Organising Committee for Olympic Games and Paralympic Games (LOCOG) at Churchill Place London. The draw was made by Maria Antritsou (London 2012 Paralympic Games Goalball Sport Manager) and Sue Whitehead (London 2012 Paralympic Games Goalball Services Manager) in the presence of Jim Leask (IBSA Goalball Committee Chairman) and Clive Spencer (IBSA Goalball Committee European Coordinator)
As a result of their performance at the 2010 IBSA World Championships held in Sheffield England, ten of the teams were seeded to appear in either pool 1 or 2. These are denoted by an asterisk (*). The remaining 6 teams were drawn into pools as follows:
